Turned off a few building in a dome, can not turn them back on.

Please explain your issue is in as much detail as possible.
Built second dome, and prebuilt a few farms and the vertical farms before the people arrived so I turned them off until I could properly occupy them with workers. However when I try to re-enable these building now, nothing happens, the button just stays red.

Can you replicate the issue?
The issue persists when restarting game, and loading save file.

You can mark this as solved. For some reason when I turned these buildings off, it disabled all the shifts as well. I was not able to turn the buildings back on because there were no available shifts to work.
