I wanted to demolish my dome's TV Station, because I needed the room. But the game wouldn't let me. Even when drones carried away the resources I got back (50% of the building cost, if memory serves) drones would move to the building under the pretense of 'performing maintenance,' then move away unable to do so.
Can you replicate the issue?
No, nor do I wish to.
