Please explain your issue is in as much detail as possible.
Any time I load an old I've been playing or start playing a new ones, only a few of the text/icon UI elements load up. The terrain and models are all fine, I'm just missing most of the controls and informational readouts. Even the Esc menu is completely unpopulated aside from the background graphic.

Can you replicate the issue?
Yes, it happens every time I open a file or start a new game

What I'd suggest is a full clean reinstall of the game:

- move any valued save games elsewhere; they are under
C:\Users\{UserName}\AppData\Roaming\Surviving Mars\{large number}\
- "uninstall" in Steam-Surviving Mars
- manually delete both the Steam/SteamApps/common/Surviving Mars AND C:\Users\{Username}\AppData\Roaming\Surviving Mars\ folders
- re-install game in Steam, run a Steam Verify when done.
- start the game with no mods active and test

In particular you need to make sure there are no files or folders left under either the Steam SM or AppData SM locations, before installing again.


If that somehow doesn't help: Please attach here the game logs:
C:\Users\{Username}\AppData\Roaming\Surviving Mars\logs\

DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.
 
I've got the exact same issue, uninstalled surviving mars, uninstalled steam, deleted all appdata and folders. Reinstalled and had same issues.
Surviving mars runs fine on my laptop but not on my newer and better PC running Win7.
I've attached screenshots of how my game loads, only the very first menu screen is normal.
Log file is attached.

Did a clean re-install as recommended, still the same exact problem. Here's my diagnostic file as requested

I suggest you uninstall it using the AMD utility:
