I play surviving Mars on Xbox one with no mods. I found an issue with the underground to surface water transfer. Simply put if you have an excess water supply on the surface and connect to the elevator, the underground dome will have water and a water storage tower will fill no problem. There’s an issue going the other way from underground to surface. I have a very high water deposit underground next to the elevator so decided to use this for my surface colony (early game sol 35) My basic dome/w farm and refinery will get water from the elevator but the water storage stays idle and will not fill. Only building that consume water on the surface will draw water from the elevator. I think if a water tower underground will fill from the surface water it should work both ways!
Can you replicate the issue?
Yes, only need 1 elevator with water tower connected on surface. Water deposit with extractor underground connected to elevator. Surface tower will not fill!
