Sweden is indeed a tad too passive, but IMO her choice of allies is even more worrying. She allies with Russia and Denmark more often than not. (The logical choice would be Poland). Anyway, with IGC2.0k, Sweden seems more likely to expand in the Baltic. I recommend choosing the "Teutonic Order Ingermanland" option in the IGCConfig as it seems to put Sweden on the right track.

For the record, Ingermanland, Estonia, Livonia and Kurland are all considered Swedish core provinces in the IGC.
 
If you actually wanted to make her a ligitmate threat in the baltic, I'd lower her infantry cost and crank up the manpower of her core provinces. I suppose you could rationalize this as a high military participation ratio or some such.

Seriously, Sweden already has unhistorically high city populations, and the level 3 fortresses in Savolaks and Nyland are questionable, but something had to be done to make her a bit stronger.

Considering actual history, it might be more accurate to make the Swedish monarchs exceptionally good administrators and the miltary leaders even better than they are, but I think the present solution works out well.
