Description​

Actualy the swiss Ai is set to go for the focuses "Trade Agreement with Germany" and "Axis Gold"
(as they did in real history see here https://en.wikipedia.org/wiki/Nazi_gold in the part "Disposal")

The AI on historical actually does try to go down this focus path, aiming to get both focuses done by 1940. However, the Swiss AI is almost always stuck at 100% cantonal power in the balance of power mechanics and is thus unable to take any of the focuses on the right side of the tree. There are 2 reasons for this:
First (and most importantly), there is an event given to the Swiss after completing their very first, 35 day focus that gives them one of 2 national spirits, either a ticking modifier increasing cantonal power or a ticking modifier decreasing cantonal power. There are two options that give the decreasing modifier for cantonal power (important later). The AI has a base weight of 10 on all 3 of these (meaning a 1/3 chance of choosing each option) BUT on historical they are 10 times as likely to chose the option giving the ticking increase to cantonal power. Thus, the chance of the Swiss AI taking the decision that basically forever locks them at 100% cantonal power happens 83.3% of the time, prohibiting them from ever being able to reach these focuses.

Second, the Swiss AI is exceptionally stupid and blows nearly all of it's political power on improving relations with France, Italy, and Germany, and clicking any decisions it can instantly without any consideration of the results. Seriously, if you observe them and just give them 2000 political power, they click every repeatable decision. This leads to them never being able to afford the 150 PP for the decision that decreases cantonal influence by 40, which would allow them to take the focuses on the right of the tree.

At the end historical swiss ai is blocking the historical path for them by beeing to stupid to do anything with the balance of power scale

The bug here is, essentially, the Swiss AI is totally incapable of properly managing its Balance of Power mechanic- and appropriately taking decisions (such as Council Diplomatic Effort and Strengthen Military High Command) to shift it far enough towards the council to take these Focuses.

The historically-accurate Swiss route would be Cantonal Balance of Power drift but with heavy enough utilization of the decisions to favor the council to allow select use of Focuses requiring stronger council control- like those leading to Axis Gold.

This is part of a larger problem of the AI in HOI4 never knowing how to use decisions appropriately- and generally ignoring most of them (or running them when it makes absolutely no sense- see the AI reorganizing its rail system when it's not doing and Supply Hub construction!!) unless *specifically* (and often badly) programmed/scripted to do otherwise...
