Switch Winter Maps Vehicles Jerky Sudden Power Outages

I started three different cities now using the winter maps. I have plenty of power, but around the first milestone, I get sudden power outages to the whole city and some of the vehicles and people jerk back and forth. Looking at the power lines, they are black with random electrified poles. The vehicles and people jerk back and forth as well, suggesting this is a glitch. It’s irritating because I can’t play. I don’t seem to have this issue with the regular maps, but so am getting bored with them so I thought I’d try something new.
