Symmetrical start not working?

When using the symmetrical start option(rest of the options on whatever the reset button puts it), it removes the buildings, but their effects last. So f.e. Pyke will have a levy of 5k without actually having a building. It also seems to miss a couple of buildings(in bleeding years start: some shipyards in the northern part of the stepstones remain, but the southern part does have them removed. There's also a bunch of special buildings that stay such as dragonstone and harrenhall, but I suppose those were meant to stick around)

It only removes the base value buildings, special buildings are meant to stick around.
As for the levies not changing let the game run for a little bit and they should update after a while
