If you haven't already I recommend you check your mods against the list of broken mods, both the first tab and especially the tab named Patch 1.17.0.
Unsubscribe from any broken mods you may have and get the replacements where available. If you're still having this issue after removing broken mods, please add the launch options -noWorkshop and -disableMods and test if it also happens on a new city. If not, it's caused by a mod and you will need to disable them in batches until you find the one causing it, restarting the game after each test.

How To Set Launch Options
- Right-click on the game title under the Library in Steam and select Properties.
- Enter the launch options you wish to apply in the box (be sure to separate each code with a space). Should look like this:
Code:-noWorkshop -disableMods - Close the game's Properties window and launch the game.
