Ok so tried most of your mod. To give them any chance of survival Frenchies need about 80 IC base. Split it like 60:40 between what Germany gets and Vichy.

In 1938 Germany should have about 170 base IC (it actually should be over 220-230 modified without peace time effect and stuff). Poland about 40 base IC, Sovet Union abut 215 base IC and SOV AI should be modified to use something like 40% of production on making industry till 1941 so it could cope with between 400 abd 500 Ger is gonna have after taking Europe.

Furthermore i suggest a compleate rework of the map resourse locations. For example, instead of electric power or whatever u now have coal. I think resourses should rather be compleatly wiped than left as they are rignt now, and added again from scratch. +1 or 2 Coal should in my opinion be added to ALL provinces that have hills/forests/jungle/marshes (maybe even more than +1/2 for jungles and marshes) as those are the places in real life where u mostly find fosilized fuels. Then do the same for metal, but add about 2 to all provinces with mountains. It should be more realistic as with this metal alocation there will be some in Europe > Scandinavia + Balkans (lots of mauntains) + some in China that Japan could be after for trading with other Axis members. Rare matherials, the way i see it, are not "raw" matherials that you dig in mines, but more like refined matherials (why not metal?), and to refine matherials u need industry. So basicaly add rares to ALL provinces that have any industry. Ofcourse, small ones with 0 population and with 1 industry should have like 0.5 or maybe 1, but bigger ones with lots of pop and ic like for example Berlin should have ratio at about 2/3 of IC value in that province + some % of your population there. I think it makes sense, if u have lots of indiustry concentrated somewhere with alot of population to work, production of those materils needed for every day life in big city should be pretty high. Example steel we use to make buildings etc. Also add some rare materials in jungles in places like South America (all over the place, along side the rivers where its easier to reach them, like +1-1.5) or Indonesia and those islands with jugles, Vietnam (french colonies) and Siam should also have some in each province with jungle, which is kinda realistic cuz one of the things Europeans really wanted are raw materials they lacked back home. And finally oil. This is a big issue specially that in your mod even first level infantry needs 0.1 oil, hell even artilery attachment takes 0.1 oil. So i was thinking bout synthetic plants and those techs in vanilla game that change power to oil production ratio, which makes sense as Germans for example invested alot of effort to make those plants. So, since u replaced electric power with coal, i suggest that in "western" industrialized countries, such as Germany, France, well whole Euope + European part of SU most of electric power is produced by river dams, so if all provinces along all rivers in Europe + North America (maybe Japan too) produce power, then some % of that is turned into oil. So all of those provinces should have i dunno, 0.5 oil in Europe, and maybe 1 in US, with the exeption of few minor countries such as Persia, Venezuela and maybe couple more which should have their own vast reserves of oil (Persia from desert, put it across the border of Iraq, its where those oil fields are in real life, jungles of Venezuela in northern provinces etc), for example +70-100 oil each one. That way u simulate consumer ecconomy starting to be dependant on middle east oil (maybe add some events for Persia/Irak like upgrading oil rigs increasing production). And ofcourse, maybe one or two provinces in far eastern part of SU (pick w/e) which would make togahter about 50% of SU oil, while the rest is located in the region of Ukraine, which then becomes strategic point for both Germans and Soviets, because whoever controls it can build armor and mechanized inf, as it was historicaly we all Ukraines oil fields were Hitles n01 "must capture" thing, becuse without them Germany would be without oil in maybe a year.

So thats just some basic ideas about ecconomy, i also got lots of idea about these different types of units different nations have, specially tanks/aircrafts so if u wanna hear that too i will write something bout that too.

the whole idea is amazaing. Since i started playing it i came upon a new idea. What if adding also a few new diplomatic options? it would be simple. Anschluss was nothing more that a fusion of two countries. What if there is an option that start putting money on public relations over another country until it has 200% good influence and then it start pressing for the fusion? it could be fixed to a function that bind it to the number of regions controlled by that country and to the policy they have. (more similar, more easy and cheap). In this way you could have new options. And also. what if you could give a single issue to be sure that your money would be spent automatically to keep up the relations between two countries? I mean sometimes playing germany i can leave the border to urss unprotected because they never attack. what if you link this probability and every probability to the relations level? Same way it could work also for the spy system. If you could set the spy system to reach a certain level of presence over another country.... well.
This is my first enhancement suggestion. I have another idea on the tech system, but i have to work on it to see if it can function. i need to study your modifications to see it. I know also how to implement this in the game, even if not technically.
what do you think?

About tech levels.

Just a few suggestions so that i will not lose this. i think the tech would be much like real if every nation could invest in adding a research place (italy as 2 at 1936) and also in raising up the levels of knowledge of an industry. i mean that developping an industry to give her increased stats could and should be allowed. What if italy or america decided to increase the rating of their industry before starting building divisions? well. what do you think?

oh. there is also a little issue on rebellion levels. i think that the level should be considered more important. When you reach 10, it should be considered as a 0 and every new step decreasing it should be considered very difficult. I mean that a 0% rebellion level should put the nation as one. i make one big example. in 35 someone in italy knew that in libia there where major resources of fuel, but this info remained unknown until the end of the war. If italy didn't had a so high level of dissent in 39/41, it could have given the fuel resources to let german had their fuel source without searching for the russian invasion. So i suggest that the dissent decrease to 10% at the same speed and then start dropping very slowly and with lots of money to invest. Convincing the pops is almost easy, assumed you have enough money, but convincing the very peaple leading the dissent, even a dictatorship, should be very, VERY, difficult
