In the Hearts of Iron II Doomsday manual (pdf file dated 3-13-2006) on page 126 under Basic Air Movement it says the following.

If you simply right-click on a possible target province and select the mission from the drop-down orders list, the first target he will order the squadron to strike will be against that province, regardless of whether he happens to feel that it is a sortie that is likely to have a favourable outcome.​
However this does not work. Is this an error in the manual or a bug in the game?
 
hmm, maybe you should read the sticky threads.
This thread is for Hardware and driver support, this is clearly spelled out in the sticky threads. Gameplay questions should be asked in the General discussion forum. This is also clearly spelled out in the Sticky threads, specifically the one that says "you MUST read this BEFORE posting"
If you think you have found a bug then the proceedure for reporting that is clearly listed in the sticky threads as well.

However I do always give an answer, even if it is only one to tell you that you are in the wrong place. For the lack of answer for your thread I appologize, it can happen sometimes that I miss one, but if you review the thread listings in this forum, I think it is clear that I do respond to 99.9999999% of the people that post questions. So really your second post is out of line.
 
The procedure listed in the sticky for reporting bugs is -

If you discover something that you consider is a bug in Hearts of Iron 2, then do the following.
Write up a detailed instruction of how to reproduce it in an email to hoi2bugs@paradoxplaza.com with a savegame that helps to reproduce it attached to it. Title the email with BUGREPORT, and it will be filed to the correct persons.
The assumption here is that the problem is with the games programing code and everyone will have the problem regardless of system configuration.​
Problems with a company's product are generally addressed in the company's tech support forum, whether they are hardware or software, but obviously not here.

Since there is a possibility my question is not about a bug in the software, but rather an error in the manual, I don't know if it is a software bug or not. So submitting a bug report is not the right thing to do either according to the sticky threads. And there is nothing in the "General discussion forum" about answering questions regarding game/manual bugs/errors.

So if I follow the procedures as written, the proper course of action would have been for me to do nothing because none of the "rules" cover the question I had.

In the future I will deal directly with Paradox through official channels for non-gameplay issues instead of using the forums.
