Table of Princes innovation not working as intended

Description​

Playing as Bohemia/Premyslid in 867. Got the Table of Princes innovation, however it is not letting me enact house seniority succession at any crown authority level- it says that I still need level 3 crown authority to do so, which is inconsistent with the tooltip from the Table of Princes innovation, which says that you CAN enact House Seniority at any crown authority. I think this may have something to do with the culture of my liege being Bavarian, but I'm still not sure why that would cause this.

Steps to reproduce​

1) Play as bohemia in 867
2) Discover the Table of Princes innovation
3) Try to enact house seniority without level 3 crown authority
