Such a jam packed Senate with so many differing parties was bound to quite a few bills and it most certainly did with twenty seven bills being proposed to the Senate of which only a handful were actually passed through, the first agenda on everyone's mind however was selecting the Speaker of the Senate, a powerful role within the Outer Rim's Government which has the sole power to approve referendums that pass through the Senate as well as the ability to kick rowdy elements out of the Senate.

The election started off with the initial candidacy of Minister of Defense Frederick Torres of the O.R.C.P. announcing his intention to run before immediately afterwards canceling his bid and instead option for Manuel Prado Ugarteche of the O.R.C.P. one of his fellow party members to run for the position instead and with this announcement to run it appeared that Ugarteche had secured the backing of the Right within the Senate, meanwhile Matthew Lake of the P.S.C.P. announced he would be running with the endorsements of the entirety of the Left with the prominent exception of the R.A.F. & the U.P.P. as R.A.F. announced their own candidate for the positon Jager Wagner. meanwhile Independent Reid Rackheim announced his candidacy with the backing of four other Independent Senators.
The race developed quickly with Ugarteche securing just short of his needed majority to win the position, the flipping of S.E.A. and P.S.C.P. in a surprise turn to ensure stability and avoid Senatorial Gridlock secured his victory.

Due to an uptick in piracy it is clear that our outdated armada of three corvettes is no longer suitable to protect our Republic and with the Treaty of Tyrien expiring the doors to expansion will open up requirement a further increase in our fleet strength as to protect our soon to be new borders.

Be it enacted that firearm ownership is open to the public in addition to government forces under the condition that a licensing exam is taken and the individual gains registration for both themselves and their firearm. (change weapon law to basic permit)
Section 2:
Firearm refers to any weapon capable of dispensing bullets up to a maximum of 0.72 caliber.

Disheartened and Pro-Democratic elements within the Outer Rim Republic's Armed Forces as well as opposition elements outside of the Natajaran Armed Forces control have reached out to our Republic for assistance with the goal of re-integrating with the Outer Rim Republic.
The people of Natajaran Station in their current state are malnourished, living in an oppressive authoritarian regime and are constantly at odds with the Natajaran Armed Forces the de facto force controlling the administration of the station.
These tensions between the Natajaran Armed Forces and their citizens frequently involve violent skirmishes, public executions and other atrocities.
As such this bill proposes we establish communications with the disheartened elements of the Natajaran Armed Forces who want democracy restored and support reintegration to the Outer Rim Republic as well as support pro-democratic elements within the citizen base of Natajaran Station.
Through these communications we will grow close ties with these groups and help them unify themselves so that in the year 2215, these groups will be organized enough to begin planning an organized armed rebellion with the intention that the Outer Rim Republic's Armed Forces will be able to assist them.
This bill is not stating we must conduct an action against Natajaran Station in the 2215, it is saying that by this time the hope is that the rebels in Natajaran Station will be unified and strong enough that such an operation would be able to occur in the years 2215-2220 if the Senate approves it.

SECTION 1. In order for the facilitation of scientific discoveries, future expansions of the Republic, and the location of new habitable worlds, exploratory missions are to be carried out by Rimean science personnel.
SECTION 2. “Plus Habitable World” refers to any world which is considered to have an environmental similarity rating of at least 60%, and is therefore more suited to survivability of human life.
“Exploratory Mission” refers to independent operations by Rimean Science vessels, including but not limited to: system charting, scanning, survey, and/or sampling.
“Science Ship” refers to a vessel fitted out for missions of scientific nature. These ships should have the capabilities of operating independently from auxiliary craft, and be equipped with general scientific facilities, planetary and system survey equipment, and long range communications.
SECTION 3. This be will be carried out by the Ministry of Scientific Research and Development (MSRD)
The MSRD will appoint, assign, and otherwise direct a minimum of 2 science teams and up to a maximum of 4 teams, equipped with fully crewed science ships capable of operating for an extended duration.
Should the Republic not possess enough science ships to be supplied to all of the assigned science teams, a number of science ships will be constructed to match the deficit of needed ships. The number of science ships constructed at any one time is not to exceed One.
The Science teams will conduct exploratory missions in unsurveyed systems starting with those along the Republic’s border. The teams will carryout in depth scans of all objects within each system, and relay the data back to the MSRD. Once a system’s survey and scanning has been completed, the team shall move on to whatever system is next, at the discretion of the MSRD. Should any anomalous results of findings be found, these may be investigated further at the discretion of the MSRD. Any system where a Plus Habitable World is discovered, should be presented before the Senate by the MSRD in an information package.
Should any potentially habitable planets or moons be discovered, whether via long range scanning, visual location, or other means of identification, the nearest Science Team shall prioritize this system, and deploy with hase to survey and scan the system with the potentially habitable planet. Should the nearest Science Team’s prior mission be deemed Time Critical, the MSRD will dispatch a different science team at its discretion.
SECTION 4. This bill will enter effect immediately, and will last for 10 years, before it must be renewed, updated, and/or amended.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

O.R.I.A, short for Outer Rimean Intelligence Agency would an institution under the Ministry of Defense tasked with protecting the internal affairs of the Outer Rim Republic and gaining information about the internal affairs of the Republic’s neighbors. It would be split into four main branches, The Intelligence Office, The Counterintelligence Office, The Heavy Containment Research Office and The Citizen Security Office, each responsible for different functions of the agency.
The Minister of Defense is the only one who can appoint and dismiss the agency’s director at any time, but in the case the director is found to be promoting the interests of foreign powers or undermining the democratic processes of the republic, he may be impeached by the senate in a special session and dismissed via a >½ vote. The Senate also holds the power to decide the size of the agency’s budget and can dissolve the agency permanently via a ⅔ vote.
Conducting major international operations by the agency requires the approval of the Chancellor, while the agency’s director has the responsibility to report all important actions organized by the agency to a committee composed of the Chancellor, the Vice Chancellor, the Minister of Defense, and if it doesn’t breach nation security, the two other Ministers and the Speaker of The Senate every 6 months, the inability to do so being a possible cause for impeachment.

A council is to be formed in order to administer Hephaestus in the manner that a Governor would. This council would take upon all roles and responsibilities of a governor while also directing broader concerns such as the terraforming and development of the sole Rimean planet. This council would include representatives from the HCP and the SDA, as representatives of the left, from the NPRP and HVF as representatives of the right with a CoRI candidate serving as a centrist candidate and a potential tie breaker.
In addition to the roles of governorship, the council will also preside over an open forum in which they will hear the ideas to repair Hephaestus and utilize such ideas in formulating bills. The council will further be in charge of gaining bipartisan support, through internal voting, for bills regarding Hephaestus.

To ensure that every executive in the Republic has the support of the majority of citizens this amendment calls for an immediate reform to the voting system.
There shall be an immediate change to the electoral system of the Republic where the Executive positions shall no longer be voted in first-past-the-post single vote.
That system shall be replaced with an Instant runoff ranked-choice voting system,
During election day voters will rank the candidates in orders of 1 to whatever they fancy. Upon counting the votes the candidate who received the least number of votes will have those votes transferred to their second pick. This elimination round will continue until one candidate has over 50% of the vote.
All changes to the voting system that may take time will allow for the system to be implemented if it is approved by the Senate and the voters the following election-year 10 years after it is approved.

It should be the right of every citizen to experience what they want to experience without big government breathing down their neck. The RAF proposes that we open our Borders to all those who wish to settle within the republic, for we say we are willing to accept refugees if they come into our House yet we refuse to let them in. This is not only Hypocritical on our Part but it is also not ideal for a different reason, that being the fact that we are denying many potential workers entrance and the opportunity to put their respective skills to work for the betterment of Society. Something that we must change.
