Havnt played OE in quite sometime, whats everyone strategy towards succeeding? Is it still mostly just RNG nonsense?

I usually release Egypt day 1 and wait for 5 years to stomp them. If you see Austria joining against you but not GB on your side, just use Eritrea as primary war goal so nobody will join the war. 1v1 against Egypt is very easy.

You will get 2 points from Egypt in 2 wars, 1 point from suppression thingy which is totally free, and last point from army modernization, just do the army tech for 2nd level barrack upgrade and that's it.

Haven't either recently, but jumping in and quickly doing one:

1. Ally the British for 15-25 years. This is extremely easy because you both hate Russia.
2. Do standard build-up game-play. (Build construction, get some Government Administrations, etc.)
3. Throw the Local Governors under the bus by passing Tenant Farmers.
   1. If by "RNG" you mean "Passing tough Laws" then yes.
   2. Attempt to pass Interventionism or Agrarianism. If you fail both, this is the RNG, restart.
4. Teach Egypt who is the boss of the Levant by demanding a reduction in Autonomy. Then demand the Levant back as side goals.
   1. If you did Step 1, you should have the British. They'll help you if a GP gets involved (Austria did in mine, but they couldn't break through the Balkans and we easily broke the Egyptians in Syria).
5. If you do Step 4, you'll complete 2 Tanzimat reforms at once. You now have a very malding Egypt under your thumb.
6. Now you'll need to research Currency Standards. If you do, skip to step 8. If that'll take a while, don't sweat. You can use this time to either pass Freedom of Conscience, Total Separation, or BAN ALL RELIGION AND MAKE THE SULTAN THE ANTICALIPH.
7. If you still don't have Currency Standards, pass Public Schools. If you do, skip to 8.
8. Now pass Per-Capita Taxation. While you're doing that, research down to General Staff.
9. If both pass in time, you've completed Tanzimat.
10. If you fail at the long journey of passing Per-Capita Taxation (these laws also get unique Ottoman events to help btw), you can still just Modernize the Army and the "Suppress Separatism" JE will do the other. If you failed the Suppress Separatism JE, that's a skill issue.
11. Now you're free to do whatever.

For Each Line:

1. Ally British > Beat Egypt for reduction in Autonomy and Syria.
2. Tenant Farmers > Interventionism/Agrarianism/LF (if you're crazy) > Per-Capita.
3. Research General Staff and switch all Barracks to General Training.

Only annoyance is you now have to get off per-capita, which is a pain. But I guess worth it if it helps with the Tanzimat

Landowners can get the strong Modernizer ideology, which will let them support most of the strong reforms you need, Interventionism, Per Capita etc
