v1.03b SF/NA

Playing as Italy. Tariffs set to 100%, verified that this didn't get changed by a new political party or some such. Was getting around $100. Suddenly down to $1.

I don't have any liquor factories, and my POPs liquor needs are being met, so they are buying it from the WM. Doubtful I am providing all of the other good needs they have too.

Perhaps not same problem but even 1.03b says tarif problem (when producing good yourself amount population buys is not reduced from supply making tarifs worthless) is fixed it seems it is not fixed (anymore) in 1.03b May 15th.

Playing Ottomans (in VIP 0.2b but that shouldn't affect this because exe is original, right?) my tarifs were about 480. When opened liquir factory it dropped to around 200 and when winery opened it dropped to 29. Closing either factory raised tarifs again about 200 and reopening again dropped it by same amount.
