Task manager do not reopen after I deselect all points in it

1.0.2 patch (save from 1.0.0 RUS)
I deselect all points in task manager (planets/ships etc) and could not get to the selection any more :(
it shows me that i must use hotkey "O" also glitching a bit, but tusk window closed and i can not select any points.

Upd.
Earlier company same problem, reinstalling game same problem.
Can someone tell me where the config ore ini file with interface preferences is?
Its really hard to rule a 40 stars despotic family without task manager.
I have to search every science/construction/military ship/fleet manualy...
