At the moment playing with Pontus, and enjoying it :) ... seems kingdoms are easier to manage than republics :)

Anyways ... all the original Pontus provinces are part of the same region, and since it contains the capital there is no govenor, as the king rules them.

But this gives all the provinces, except the capital, a -50% tax penalty for not having a govenor.

Is this WAD?? ... seems kinda harsh that I get hit hard on taxes on provinces that my king rules, when I can't even assign a govenor to the region.

Yes, I noticed this as well just a few hours ago when checking a bug on the RIMP someone mentioned, I was at first afraid it was RIMP related, but I don't believe it is. Here is a screenshot of the "bug".

Indeed the capital doesn't have the penalty, but the other provinces governed by the leader do have this no governor penalty.

It certainly isn't RIMP related, as the only mod I play with currently is the mini-hotfix mod. Besides just checked in Vanilla, and there is also that tax penalty.
 
Well we cannot fix it, the only way to "fix" it is to remove it until paradox fixes it and be honest do you or the AI ever leave a province ungoverned? IMO this bug temporary justifies the removal of the the no-governor penalties. You can find it in the static_modifiers.txt inside the common folder. Just don't exploit this when you choose to remove the penalty and everything will be WAD.

Interestingly, I've had an event fire a few times now where you have a character's friend who wants to be governor...ask to be the governor of the capital region. I'm guessing this is tied in with the above bug, so solving it would fix this one, but would it be a possible workaround to have an event that simply makes your ruler the governor of the capital region? I know rulers normally can't be assigned to regions, but I think events might be able to override that...
 
Can't you use your magic skill nd concoct an another hotfix silk? because this bug is really a killer it cripple so much what is supposed to be the "heart" of all the empire (we can manually remove the penality in term of taxes and research, but not make the vent for the area work :( )

Just ignore the event until the next patch and remove the penalties, that works for me for the time being.
 
You can assign a governor to the capital's region using the ledger. His portrait won't show up anywhere, including the ledger, but he will be treated as the governor for the purpose of events and removing the tax penalty.

How do you do this? I tried last night and could not figure out anyway to do it from the ledger.
