I am playing Italy and I was originally the Two Sicilies. I unified Italy when I controlled the necessary provinces and I then inherited Piedmont-Sardinia & Tuscany among others. The problem is that I also inherited their troops but they are almost unusable because their fire rating is only 2 when my own original troops have a fire rating of 8.
Perhaps a HOI-like upgrade button is needed?
