it would be cool if you could set a pro intervention policy where you find infant races and boost their technology to make them into more powerful allies - the opposite of what the star trek federation does.

You mean like the Salarians did with the Krogan? That didn't end up too good! But yes I agree it would be good to be able to do and deal the consequences of that action.

What i want is a way to exploit them. What i have in mind: i give them cheap for me things that they are paying for with minerals etc. I dont give them any really important tehnology just those that help me make more profit of them. Dont really need a military presence for that as well. Kinda like how european traded with indians but on a much more refined way and much higher scale why possibly maintaining the image of the good guy.
