Is this possible? It happened in real life. U.S.S.R. and U.S.A. both snatched up as many German scientists as they could after World War II, and many were prominently involved in each countries' respective space programs. Could I, for instance, make an event so that whoever controls Berlin when Germany falls gets Werhner Von Braun as a tech team (skill 9 rocket scientist!)?
 
Perhaps an easy way to simulate it would be to add an event which, upon occupation of a certain province, gave the occupier a level x rocket research facility; and/or a few select blueprints.
 
Well, you can also make a tech team that only appears by event or date!
If you noticed, there are a number of tech teams that are not available early in 1936, but only in 38 and so on. For instance, there is a tech team for the USA that appears only in 1944/5.
You can easelly do this by creating a tech team with start year 1970 and then create an event to make that team available. You have the commands explained in the command list in the event folder.

HSR has a event for german gaining Czechoslovakia tech teams after the annexing of Czechoslovakia,Germany gained the tech team Skoda.It was titled,

The acquisition of Czechoslovakia was a boom to German war industry as the Czechs were world leaders in effective medium tanks and heavy artillery.
