tech team problems

when i am playing in the abyss mode there are not a lot of tech teams to chose from and then no new ones are generated as time moves on this is diffrent from the regular timeline games where there are more choices of tech teams to begin with and as time progress many new teams become avaible as time continues could you tell me why thanks
