I'm playing the Germans, and I can't figure out how to get Unrestrictred Submarine Warfare Doctrine to unlock. Nothing I don't have in Naval Doctrines says that it's required, and the manual doesn't say anything about a requirement on a different screen. It's mid-1939, I'm about to have to go to war, and all my U-boats have an org of 4.
 
You will need to be at Full Mobilisation status (basically at war, or imminently about to be so) before you can even start research on this technology - it is hardly a peacetime technology !

Thanks. my next question is: is there a secret to getting a decent organization for subs? Since their maximum org is 4 at the moment, I can't even get them out into the Atlantic. Invariably, some surface fleet finds them in the Faeroes and makes them retreat.
 
When you say that you can't get into the Atlantic, J., do you mean that your boats are destroyed before they can get there, or that they 'refuse' to go there? If it's the latter, the problem might be with the model of sub you're using. The Type IIA (the model which you have on map at the start of the game) has a very limited range and is simply unable to make the journey. The Type I and IIb classes should get you there comfortably.
 
I mean that they always run into a British or French fleet somewhere between Scotland and Iceland, and always retreat after the encounter. They aren't destroyed, and they have plenty of range, they just can't get through.
 
You look like you're having damned awful luck. CORE gives subs very low org to prevent long-running battles against surface fleets and reduce losses to and from them to something more like historical levels. This does mean that they'll break contact early rather than trying to force a passage through.

You can maximise your chances of getting through by timing their passage of the interception zone for night hours when their low detection makes them very hard to pick up, and by ensuring you don't break the journey with interdiction or convoy raiding. For example, you can often lie low in the South Greenland Sea and wait to scoot most of the way through in the dark. I often run them north of Iceland also. Both of these ploys mirror tactics used historically so I think the game gets it just about right there. The confounding factor is that the Germans typically sent their boats out singly and then grouped them (once wolfpack tactics emerged) as targets were identified. We tend not to have the patience to micro-manage that sort of play, but in not doing so we multiply the odds of detection.

I've also found that when all else fails, crossing your fingers can't hurt.

I'm currently running a test as GER and have had good luck using SS units. I always group them in packs of 10/5 and always assign them to Convoy Raiding exclusively at night. Early in the war this was reasonablly effective and performance increases markedly after acquiring the French ports. As the game moves on it's very important to develop the more modern SS units as the older ones can't be upgraded while the DD units can.

Submarines worked really well for me last game. You can definitely use them well. I built 150 by late 1940 and have 120 more in various stages of completion. 45 were sunk (mostly because i had 100 in the ocean and fought both the French and British navies rather than waiting to capture France), nearly all damaged, but i have put at least 3,000 British convoys to the bottom of the ocean with the Kriegsmarine running around sinking the ASW destroyers while using Navs to locate and avoid large UK fleets and only engaging them at night when i have a huge advantage. Free France's fleet is also out of supply because I sank all their convoys too :D. Now if only I could get some NAVs down there to bomb the port...

Submarine campaign was so effective the UK was down to 0 carriers, 5 battleships and ~50 destroyers. I only lost the 45 subs, 1 BB, 1 BC, 2 CA and a couple destroyers.

I just looked and in October 1940 the UK was reduced to 0 IC and all of its armies abroad are starving. Suez and Cairo fell to the Italians once the British ran out of supply. Loaded the game as the UK to see that 20% dissent and a lack of Rares gave Britain its 0 IC.

Britain starving, Suez closed and Malta taken by the Italians caused a USA DOW on Italy. I annexed Romania, Hungary, Sweden, Denmark, Norway, Yugoslavia, France, Netherlands (sank their whole merchant fleet too off the coast of Parimbo with some AUX raiders) Belgium, Lux, Austria, Poland, and Czechoslovakia, but apparently the Italians taking Suez is more threatening :rofl:

Time to rebase some subs in Japan and see if Donitz can keep the USA at bay until i'm done with the Russians.
