A couple of questions, most likely for MichaelM but we'll see.

Are the required levels to get an improved CRT hardcoded? They are as comments in land.txt but it does not look like they can be modified.

What does "blockade = yes" mean in naval.txt? Interface.csv says that level 0 allows warships, galleys and naval transportation. Is that it?

Is it possible to move effects to other files? For instance, would it be possible to have level 3 Trade allow refineries? If yes, is it possible to have different levels required, say Infra 2 and Trade 3 for refineries?

The CRT level is called "era" in land.txt. Increment it to get a higher CRT, but of course 6 is the maximum unless you also alter combat.txt.

No, it means that blockades are allowed. In olden days blockades required naval tech 9 or thereabouts.

In the current implementation, no.
 
Yes, but after reading the religions.txt I am not so sure...

If latin tech speed is 1.00 then catholic tech speed is -1.00. What shoud that mean? There are other positive factor to increase that speed but I cannot find them out...
I had never noticed that and I do not know what that means either, hopefully MichaelM can help us.

I would rather keep stuff not directly related to DoK here if you do not mind.
 
Latin/Orthodox/Muslim/etc are techgroups. Religious techspeed is one variable of techspeed (along with country size, vassal and emperor boni, isolation and whiteman penalties). The techgroup and techspeed factors influence the overall tech cost along with other variables: inflation, domestic policies, DotF and Ahead of Time penalty.
