Technology Spread

I like the sticky on Culture Spread , so where is the one on Technology Spread? I can't find it and I have tried. Also, I don't completely get the MTTH in the Culture Spread sticky; does that mean that the realm has to be in continuous peace the whole MTTH for Culture Spread to occur or only at the moment the event could occur AFTER the MTTH?

The cultural conversion event will only happen while you are not at war. So while at war it will never trigger. However time still passes even while you are at war so the chance for the event to happen (if all requirements are met) will rise and be higher the next time you are at peace.
