Did your know this bug, who append sometimes during a multilayers game ?

It's seems that sometimes, especially for USSR ( ?? ) , some technology doesn't give there effects when they are discovered, doctrine or another one.

did somebody already meet this problem ?

This is a common effect of lag when playing at speed. If a cleint switches their tech team upon completion of a tech then there's a risk that the host may record this change before it updates its record of the new tech. To avoid this, wait for a day or so after completion of a tech, to make sure that the host has fully logged the change.

Having this problem in a current game. Is there an easy fix? We took a look at the savegame but I wasn't sure exactly what parts to edit to give the techs back to their rightful owner.

Any advice appreciated.
 
In Highcommand group we often had the problem, that players are losing techs due to lag. The best solution to correct for this is to have the host save the game and then have someone to open this saved game in single player as the nation, who lost the tech and use the cheat command: tech xxxx yyy in the consule (press F12). xxxx is the number of the tech, which you can find in the folder: \Hearts of Iron 2\db\tech. yyy is the tag for the country. For example: Germany have GER.

In our current mp game USA had lost two techs and when I loaded the game from my save as USA, USA did have the techs but not the new models. I could therefore not use the cheat command to add the techs.

When i loaded the save from the host on the same date, USA did not have the new techs and i could use the cheat command to add the lost techs. I therefore suggest that it is the Hostsave that is used to make the editing.

If you don't have the host's save you could look into the nation's techapps = { } line in the save and remove the ID of the lost tech which will allow you to use that cheat.
 
You have only option to prevent loss of tech if you don't want to do all the editing - see Colonel Warden's advice. It is not much of a problem to play according that and you'll face no tech losses.
