I'm currently playing as the Soviet Union, 1948. I want to switch to Japan, release a bunch of puppets, and then switch back to the Soviet Union. I want to accomplish this without the AI getting its grubby mitts on my perfectly organized divisions.

I've tried removing the AI folder, that caused a crash. I tried removing the "ai = {...}" section from the save file below the SOV tag. But it seems to reload from the AI folder every time a game is loaded. It also seems that more then one AI file is loaded per country so I can't figure out how to remove the specific AI file.

All I want is for the SOV AI to do nothing for 0 hours and 2 loads.
 
I did keep the game paused! When I loaded up SOV again, the AI had not only given orders to my divisions, but had also rearranged the entire command structure.

A custom event to make japan release puppets? I had not thought of that at all. Sounds time consuming, but I'll look into it.
