I have seen several videos where the terrain tools worked past purchased zones, is this going to stay in retail? I do hope so. Always hated having the remnants of a mountain I removed left high just outside my purchased tiles.
 
At least you need to shape terrain for new map, so.. yes.

Did not ask about terrain tools for new maps (yes, there is no purchasing tiles in map editor). This was about use of said tools in game, where you purchase tiles, in CS you could NOT adjust terrain outside of your purchased tiles, in CS2 looks like you can use terrain tools outside of your purchased tiles, speculation how far outside the tiles can these tools work? Past the edge of the purchasable tiles?

Maybe it's still a bug... in the game builds which are currently played on Youtube, you can also put power plants far beyond the frontiers of the game universe. ;)

This is one of those things that happens with games. Where bugs become features because they make the game more fun. The restrictions on building within our owned tiles are clearly broken on the creator build but letting us terraform the outside I can only see as a good thing and even if its part of the same bug I hope we get to keep it.
 
If the area is not yours, you won't be able to do anything on it. I'd be surprised if this bug wasn't fixed by release. By now you can also terraform for free, this will change too.
