The Alaska MOD

Prompted by various discontinuities in how Victoria deals with Alaska and part of the Canadian north, I am releasing this to fix some of the problems.

Extract the .ZIP folder into your Victoria folder.

The following files are changed:
db/events/goldevents.txt
db/events/Russia.txt
db/events/uk.txt
db/events/usa.txt
db/province.csv

1.03 removed.

Added the Alaskan provinces into the Canadian revolter file, so they will be part of Canada if it becomes independent.
