Summary

"The Atmospheric Engine" journal entry doesn't trigger

Description

If the conditions for "The Atmospheric Engine" journal entry (own level 3 mines with atmospheric engine PM enabled and be profitable) are already completed at the time where the JE would become active, it simply disappears from the journal and doesn't trigger the corresponding event.

In other words: if you have 3 iron mines on the basic "Picks and shovels" PM and research Atmospheric Engine, the event triggers as normal. If then you switch the iron mines to "Atmospheric engine" PM and they're profitable, the JE will complete and trigger its event.
If you research the technology but only have lvl 2 mines which already have "Atmospheric engine" PM and then build the third level and it's profitable, the JE disappears as if it was never there.

Steps to reproduce

Described above.

This is a known issue with all journal entries. If you fulfill the completion conditions when the entry activates, it 'silently' completes with no effect. A handful of entries even have scripting to avoid this effect (requiring at least a month tick for the entry to complete).

Thanks for the info! Wasn't aware it was known. It's kinda crap it happens, I think it should be fixed. The event chains for the atmospheric engine and railways are pretty powerful for an early industrialising nation.
