What precisely should I be doing or what event files should I open and where are they to see what I am doing wrong?

Thus far, I'm China, won the Opium war, got ad hoc printing, but the invention I assume that gives me RP's hasnt fired yet but I have >20% literacy.

Where do I look up the invention?

Edit: I've noticed rp production automatically going up, now its at .20/day(month?) is the rp increasing stuff hidden then?

What triggers radical/moderate reforms?

The flag "flg_UNCIVRP#" is set automatically, and the # represents a number from 1-9.

There are also numerous other ways for certain countries to civilise given their own unique set of events. We had also planned on reworking the civilisation requirements for 0.4 (which we will be releasing soon!), but we did not have enough time for testing.


You don't get RP's from invention your RP gain rate gets higher from events. They are in Victoria/scenarios/VIPscen/events/VIP_UncivHelp
Your gain rises when you reach 5/8/15/25/35/45/55/60/65% literacy.
Whit 65% you max out with 70% of RP Gain that a civilized country would get.

Special events for China would be in its event folder.
 
Been 30 years and the unciv help events have never fired.
 
They're background events due to the "AI_Event" in name and desc.
You notice them by comparing your RP Gain just before and right after reaching one of the literacy thresholds.
I know they fired for my Korea, so they must work.

So it seems, though I notice that getting 90% literacy seems really hard when your population is sufficiently large enough, I think for future you should keep both versions of the civilization events in (albeit with lower requirements) as I couldn't civilized by now under the old system having easily gotten the prestige and economic requirements. (wasn't trying on military until now).
 
The flag sticks around until replaced. It is there so that when civilising the research bonus can be re-adjusted to level it back out to normal levels. This means 90% literacy is not a requirement (in fact, only that minimum 20% literacy is, really).

Wait wait, wasn't it that each time your literacy got up a bit your rps go up? Why would it be benefitial then to stay at 20%? For example my literacy is now at 60% and my rps is now past 1 per month.
 
So once you reach 20% does your RP's keep going up then? Having only like .2 rp's / month is still too low to get all of the requisit techs without burning through prestige before like 1860/70.
