The Conqueror modifier is not applied correctly

Description​

1. The Conqueror modifier is not applied correctly for kill scheme.
Potential of hostlie scheme -40% its not apply for total potential (or doesnt show in tooltip)
2. if I am a vassal and I am on the council of my overlord, I get a buff to intrigue.
but if I want to kill my overlord, I get a buff as his advisor, and the overlord gets a buff that he has an advisor who wants to kill him.

Steps to reproduce​

1. be a vassal
2. become The Privy Councillor
3. try to kill your overloard
