I haven't had this issue myself, but I've seem a lot of people complain that their pops starve themselves if prestige food goods become dominant in their market. The issue is tht prestige goods increase the weight for pop substitution. But because of how starvation and food security works, if a prestige food good (such as prime meat or gourmet groceries) is considerably more expensive than other foods, the increased weight will cause pops to spend extra money on them even if that puts them over the treshold of starvation. That is not a bug but it is clearly something that shouldn't be happening. Peasants and laborers shouldn't be breaking their bank to buy fancy gourmet food while there is cheap grain avaiable.
So, the prestige good effect on substitution shouldn't apply for Basic Food need, only for Luxury Food. Pops with over 20 SoL likely have enough money so buying extra fancy food won't literaly starve them. The only issue is Select Fish. Fish is only a basic food. The solution would be to make so Select Fish exceptionally also counts as Luxury Food, but I don't know how feasible that is.
