Well, I'm no expert, but after reading this advice so many times:

in the Hearts of Iron main folder(e.g c:\heartsofiron) change the folder named 'avi' to 'avi_back'

Supposedly this works for most problems, including my own crash to desktop when trying to start the game, and as far as I know all it does is disable the starting movie.

No that is only a side effect of what it does, ;)

Okay let's try some standard things.
1) Rename the AVI folder to AVI_back
2) Set the color depth to 16BIT
3) Turn off everything in the background like E-mail/ICQ/Messenger, Virus protection and everything in the system tray beside the clock.

Yes and no.

The game will take the properties from the desktop unless they are overwritten somewhere else.
For instance by DirectX or by the game interface it self.
In this instance the game will determine the resolution.
