Good news, I've found a solution to the problem, if you have an acer atleast. I went to acer support and downloaded the Intel VGA driver that was listed for my device. When installing it told me that I already had a newer version installed. I installed this one instead, rebooted my computer, and just like that the game runs in all its fullscreen beauty.

Hopefully this works for you people too. If you don't have an acer perhaps you can find the equivalent for your manufacturer.

Confirmed, regressing drivers to the stock driver for Intel VGA on Acer's site fixed it for me. Attaching those three files for y'all to compare.

After replacing the previous driver, I also had to make sure that CK3 is being ran by my gpu on Nvidia Control Panel, as well as selecting Nvidia as the graphics card in the in game settings.

It runs fine and smooth.

Wow, thanks Timperator. I downgraded my Intel Graphics driver to the version that originally came with my laptop (thanks to pointing me to Acer support - that made it easy to find).

And just like that... the game now works on full screen in 1080p.

Who knew downgrading things was the way to go.
