As far as I'm concerned, Stribog can play as England if he wishes. The only question is what we do if Drachenfire shows up.
CSK, you seem to be absolutely determined to keep any players from coming near you. When someone wanted to take Burgundy, you whined and yelled. Now, when Stribog was fine with Hungary, you abjectly lie to him and convince him to take England. If you can't handle a little competition (or at least enjoy competition), just why are you playing MP? I think, because there currently is no France, we don't really need an England as badly as we need a Hungary (to fill the void between Pereyaslavl, Bulgaria, Poland, and Serbia).

Edit: And what do you mean I try to get players from near me? Last time there was a France and there was a Burgundy. The main reason I was against Burgundy in the beginning was that I would have had to kill him and his family and to get my inheritance plans to work. I don't want to wipe out a player completly before we reach 1100, but I would have done if I had to.
