I can confirm that the "Bye Bye Homeless" mod solves all of the homeless related issues. It's so fantastic, it's almost OP

Maybe works too well.
The mod let’s you toggle how often it sweeps for stuck unhoused cims…

You can also choose between evicting the person so they have to move out of the city or deleting them outright… I assume eviction takes a little longer. Speaking anecdotally, I haven’t felt like I noticed much difference between the two, however.

I’ve also activated the option to evict ghost companies… I assume it allows the demand bars to read the game more accurately.

@co_avanya This mod also solved the crime issue for me.

Now it’s almost like my city is too peaceful (can’t complain). In a city of 90k pop 1% probability, zero crime, only 13 criminals and no one in prison. So I don’t know what is happening to criminals once they have been arrested and sentenced.
 
This mod also worked for me. But a side effect that I noticed was that as soon as my crime rate went down the police cars where mostly not leaving the garage anymore. 16 cars and only 2 on patrol while crime scenes open up. As if police needs kind of a minimum crime rate to start patrolling.
 
it's quiet odd that there is a ton of homeless but my population keep growing and growing... why the people that live in my city can't stay, but newcomers can? some deeper game mechanic must be broken. Probably homeless are broken people, and newcomers have "savings" they live from them some time and when they go broke became homeless, an the cycle start again. Just a speculation... may be someone explained it before...
 
Incidentally, while my parks are full of homeless people (with jobs), residential demand has gone down to 0. Now, the population is even shrinking. CO rebalanced the economy but wrecked demographics with the latest update: school kids are 1/4 of the population (sugesting a young median age) but deaths outstrip births 2:1 and homeless people sleep in parks while low rent housing gets abandoned.

The team is well aware of this bug, sadly they haven't been able to find the underlying cause just yet. The mod itself from my understanding simply despawns the homeless citizens which, while a good way to get rid of them, doesn't solve the underlying bug.

When zoning new areas new population moves into the city immediate instead of letting existing population move into the new houses. This should be one of issues here.

Besides that it’s interesting to see that low rent housing seams to be most popular for the wealthy citizens. As my grandmother always said: if you want to learn saving money, learn from the rich.

I said that 6 posts before. Very odd. The homeless cycle never stops. You zone and people came from outside and nobody in your city find a home. Absurd.

I will now go into complete complain mode.

The fact that the makers of the game haven't found a root cause yet implies that they don't know how the thing they made even works. Which is quite perplexing. They're able to make cims occupy parks but are unable to stop this? Why parks and not empty spaces on the map? Why can wealthy, employed cims even become homeless? Come to think of it: why can't I make vagrancy a crime (for a minor happiness penalty) and get these cims arrested and put in jail? My city at least has more than ample space there.

These are not magical things that happen but conscious coding decisions.

It all sounds like they got too hooked up on the idea "let homeless cims occupy parks just like the Occupy Movement!". I even like to insinuate that like the economy debacle CO was more focused on making a pretty, quirky showcase than an actually functional game. Prove me wrong.

That we're almost a year after launch makes it so annoying. CO ánd Paradox have a responsibility to their customers. So, I actually like to demand a timeline.

And I sure as hell hope that we don't have to wait for a fix longer because some devs are on vacation. In every (ICT) job I had I would be called back from vacation to fix such a fuck-up. And rightfully so.
