Hello, I have a problem with the Horizon Signal event, for reasons unknown to me and having played under 600h in total on PC, PS4 I have not had contact with this event and unfortunately it blocks this last achievement on PS4 to platinum, please give me a hint, advice on how I can unlock it, I have read dozens of forums and still nothing, the only hope is here

That is a very rare event to find, and it only appears in 5% of games, and even then, only under certain conditions. This wiki page has spoiler details.
I've read the Wiki a few times, in other words one of the more interesting events has been nerfed to a few percent, which means that a few people can see it and the rest can't, a strange move on your part, you also gave an achievement for this event that blocks platinum, that's pretty weak. Where you can't even force it by playing a special race with specific conditions. I hope you'll fix it in the console path. Reading the forum many players are not happy with this move, even the grind with scientists has been removed.
