You should consider rivers too, as they have greater strategical importance than administrative units.

It looks nice; although province dimensions are disproportional. Some of them are too small.

tell what do you think of South Vietnam,i know it's not accurate but you can't do every province and if you delete then the cities aren't where they really are(though now Da Nang is almost all North Vietnam whille it really need to be in south so i guess it's ok)
