I would like to have to major improvements in EU4.

The first thing is to change province shapes in a way that rivers act as a border between provinces. By that the defensive importance of rivers is remarked and it is also usefull to clarify rivercrossing penalties between provinces. Following this path gives the player and AI strategic reasons to decide, if conquering or not a neighbours province would be in their interest. This kind of map setting is already in use for HOI4 and I think for CK2.

The second thought is about allowing the fleet to navigate in determinate rivers. The navy importance increase is always welcome and a lot of new startegic options are given to the player, like sieging and blockating no costal provinces.

In medieval India, the Ganges-Yamuna chain were the main trade-route between Bengal & Mathura. The volume of trade through this river was many more times higher than in-land route within this area.

Mughals had one of the worst navy according to the age and neither they gave enough attention to it (Unlike Maratha) but they did have navy for river-battle for without it, it was impossible to command Bengal from Delhi.
 
I like the idea of galley's being able to go on rivers, but it is probably wayyyyy more difficult to implement.

Though what do you guys think about being able to build ships on the Caspian sea? It wouldn't have a major use, the practical side of it is mostly blockading and some funny transport movements. It always felt weird not to be able to build ships.
 
Well skip the boats on rivers if it is hard to implement. Just increase the importance of the provinces that are adjacent to a river. For example giving army´s extra movement speed and getting more reinforcement speed +eventual supply limit. That will make the players/AI to build more castles in provinces next to important rivers and when multiple rivers cross/merge into one.
