I don't know that I have much more to say than I think it would fit for it to use the weather mechanic.

Good idea but only if more than one weather effect can exists at the same time.
As far as I know they can. Idk if they can have the same center but I know that they can overlap.
Or, to expand on your idea: add a second layer. One is weather and keep it as is and the second is a natural catastrophe layer which includes volcanic eruptions, earthquakes, tsunamis…
