The "lacking sufficient construction for investment pool" warning is, at best, misleading, and at worse, completely wrong

Description​

Sometimes you will get a warning (the serious kind) that you are lacking sufficient construction for your investment pool. I'm not exactly sure what triggers it, but it will frequently trigger when you are not even using all of your available construction, never mind needing more. It may have something to do with the reinvestment of the pool vs current active construction, but ignores free construction in the calculation. Can easily lead new players astray

Steps to reproduce​

Open the file, warning is active despite plenty of available construction for the IP to use.
