So, I can't figure out for the life of me a way to view the heads of states of the various other nations in March of ze Eagles. I find this both baffling and a bit strange, for surely there is a way to take a look at your enemies and know whose running a country. Any help here?
 
You can't, there is no display for what you ask. The best you can do is see their star rating and guess the leader/monarchs skill.
 
Well given the scope of the game the monarch to me does not do much I find myself looking at the government types more often.

1. Yes you can!
a) ...\March of the Eagles\history\countries\France.txt
b) Some skills are related to monarch skill, I know when you are war with country you can look at WE and see how many diplomatic skill he have. Propably this same thing when you look at their morale in battle, but I'm not sure at 100% now.

2.These "stars" in 1805 scenario are not related to your monarch skill, but to overall country power. You can try play Egypt , conquer whole Africa and Sicily, and when you will reload save you will have more "stars"

3. Monarch skill is very important, in terms of morale, manpower, and WE. You can switch to Spain / France monarchs, and see the results:) Without Napoleon France is screwed when blockaded, like Spain in game...

Yeah, I don't really care who the rulers are :p
 
If you just need the know who's the leader, you can see it from ledger if you click the country COA from country tab.
