Since a path ago , cant remember when , they redid the flanders in the low countries , History teaches us that the province Antwerp was NEVER a part of the Dutchy of Flanders , and now is in the same state as Flanders & Gent , Calais however has been removed from the state and turned walloon culture , Calais was never walloon it was either flemish or french , never walloon.

Adding the family van Vlaanderen to the game as it was a reasonable famour nobel family.

So in summary :

Add calais to the state flanders
remove antwerp from the state flanders
change culture in calais to flemish and add a starting core.

The setup for areas is largely down to game balance. Areas do not correspond to any particular kinds of administrative or political divisions, not that there are any such divisions that universally apply throughout the world. It's nice when they do match some kind of historical boundary, but it's far from the only concern when we make these decisions.

I do advise you to look at some areas in the Low Countries, though. One of them is called 'The Netherlands', which is kind of odd. We already have Holland, Frisia and others.
