I got around to trying the astrogeologist yesterday, and oh man, I don't know what I was waiting for. To be able to deep scan from the very first moment, and plan your colony accordingly, is a great advantage.

Now for the 2 quick questions....

1. What is the tech called that will allow me to harvest all the deep bounty? Is it in the engineering tree? How far into it?

2. If a dome doesn't have a matching use for a colonist's profession, will he move to one that does, on his own?

1. The techs are "Deep Metal Extraction" and "Deep Water Extraction" in the physics tree. They can appear from position 11 to 19.

Or you simply take the Blue Sun Corporation as sponsor, then you can at least start extracting the deep metals right from the beginning of the game.
 
Regarding 2:
I don't think that he will necessarily. From my observations he will move if either of this is true:
- He finds no job in his current dome but there are jobs in another dome
- Another dome has a preference set for his proffession, while his current has none
