For now, try renaming tiles.bmp and see if MapExtractor works.
Though for this to be the problem MakeTransparent would have to be extremely inefficient, if it requires 2 gb or more of memory. (You actually have 2 gb of free memory in addition to everything else you need memory for? Lucky you)
BTW, it might have been clearer if you had posted in the Victoria thread - because I thought that you were using the HoI map until closer inspection of settings.txt.
Renaming titles.bmp seems to have done the trick, it is exporting fine now. I just hope it all works.
EDIT: Mapviewer works, but not MapMaker. I got an error about images.txt, so I copied and pasted that file from Exported Maps to the location of MapMaker.exe. I ran the program, hit 1 "Make initial radish files," and got this:

When I press any key, I get "MapMaker has encountered a problem and needs to close. We are sorry for the inconvenience."
