So far, I've seen big key changes in both trade, with trade routes, and in diplomacy, with the removal of infamy and a move towards more opinion modifiers. Are there any changes as significant as those in store for military organization and combat on land or sea?
 
Apart from natives having been provided with tanks and hydrofoils the better to prevent Europeans from conquering them ahistorically early, thus fulfilling a wish held by large parts of the active forum community in a non-intrusive way, the only thing I can think of is the controversial decision to issue Death Rays to the armed forces of countries with Scandinavian culture, whose countryname starts with "SWE". The Norwegians and Danes are up in arms about that one, but, obviously, it is a losing fight.
 
That seems dangerous. Might it not lead to ahistorically deadly civil wars, tending to depress the manpower of the nations in question and leading to them having difficulty conquering all their neighbours and establishing the historical Baltic Empire?
 
I didn't mind the land system from EU3.

The naval system seemed a bit clunky, but I've almost started to expect that from Paradox (AI without attrition, poor Naval combat AI, etc).
