I was looking for a suitable husband for my very eligible grand-daughter when I stumbled across this guy.

He may be stupid...but he is gregarious. And the fact he's a imbicle means people will talk more freely in front of him. Combine that with Just and Charitable...yeah, I could see it.


Experiencing a Imperial Regency in the 2.2 patch has made me realize Traits are much better things to look for with Councillors then baseline stats, since my Regent is charitable and draining my coffers in my name while denying me the ability to marry anyone in my court because he is cruel.
 
This is actually very normal in small courts, as said above, "the best one they coudl find"
Best spymaster when you have lots of claimants, a global -45 Short Reign Penalty, and enough other maluses so that you can't even bribe a decent spymaster into the green... who cares if he hates your guts, even if he joins a plot he wont contribute +143% or whatever.
 
In 2.2 all Roman rulers before year 450 are naked:

He requires peasants to walk on hot coals to get their charity

Well, one of the grand-parents is of his dynasty. Can't draw any conclusion from there, unless one of the other 3 is also from your dynasty.

"Very normal" isn't "only happens in", i.e., isn't a restriction.

I have a weakness for the logical names of Britain too. I have a CM game already at the point where my Anglo Saxon Kingdom is not England but, because the King is a [foreigner] Breton, it is the Kingdom of Sasana. As this is the migration period the word "England" is still yet to appear.
