This is crazy!
 
My best guess would be people fleeing to his court after a conquest or holy war or something.

Perhaps he is one of the last Cathar rulers?

Holy crap, an independent baron.

Most likely this, when I played the Mongols and invaded France and Lombardy, a OPM duke in Sicily had 800+ courtiers in his court. I found some people hiding in England, but overall I think that one guy had 90% of all nobles who once lived in France and northern italy.

I had something like that with a crazy guy also, I think it's the lunatic trait which make this happens.

If you're referring to the Roman Emperor Caligula naming his favourite horse a consul, some historians actually interpret that event as political satire on the Emperor's part, as his aim was to show that with the state of politics being as it was a horse would be as capable as a consul as any other Roman politician.

It might be that he was just crazy, and many claim these stories of madness and sexual debauchery on the ruler's part were just slanderous stories told by his rivals and people disapproving of his poor governing, and the events never took place. But if it was meant as a satire I can't help but apploud the madman.
