Its gotten even worse for them since, I'm not sure the Ottos even exist any more in the 17th century. I have no idea what went wrong for them.

So I just finished a QQ game and did an AQ game full on cheat to see rapidely the mission tree if there was much difference. I came on this fun bug. In the mission tree you get to a point where you can get a special goverment reform. As you can see I completed the mission, get access to Pasha, tribal interaction and janissaries (forgot to put it in the screenshot).

But part of my quick run was to switch to a theocracy, because I rarely play one so wanted to do different reforms. Check this out, I have access to all the effect of the special reform BUT still have all my regular reforms. The special one doesnt take a tier spot as a theocracy.

Just noticed that Japan is formed and Ashikaga not only still excist, but they also... migrated north.
Not sure how did this happened, and I think I don't want to know.

Only thing I can think of is that Ashikaga used the vassal swarm to conquer north, then lost a war for the Shogunate where they had to cede Kyoto and their other starting province. Then that Daimyo unified Japan by diplomatically annexing all vassals except Ashikaga.
 
Venice-albania alliance destroys the Ottomans. Naxos did a lot of work, though.(and as a reward, Naxos gets annexed by Venice.)

To summarise: You took the mission that grants the special tier 1 reform, and now you have two tier 1 reforms at the same time (because it didn't replace your basic theocratic tier 1 reform). Can you report this as a bug?
