I took Roma from the pope, leaving him with Al-djazar as his sole remaining province.
Later the muslims conquered Al-djazar and he went away for a while.
Imagine my suprise when the Pope re-emerges in a german county, as a count (starts with S); imagine my horror when I find out that I can offer him vassalization (he didn't accept. Ingrate) Imagine my relief when he dies, and the sucession goes through like normal, and a papal controller is elected(to my delight, me!). Envision my frustration when I find out that the new pope is my doicese Bishop, and in keeping with the sieger-spoils rule, the pope has an increased demense, and I miss out on some duchy titles.
This can't be WAD, wasn't the Pope suposed to ask me to give back his home, Roma, on pain of excommunication (not that I mind keeping it)?
I noticed before this that the Byzantine Emperor has a claim to the title "Pope of the Papal States", Is he the only one who can get that title or is that a bug?

The Pope can appear outside of Rome, in this case problably in Salzburg. When he first appears he is not directly recoginized as a kingtitle (samething goes for Kingdom of Jerusalem and other pop-up kingdoms) but he is on a count-level. When the first new Pope dies it switches back to normal.

Then I lose the point you are making, sorry.

AI rulers can get claims on the Papacy, so not just the Byzantine emperor but all AI rulers. That is a bug, but not a really big important gamebreaker.

The New Pope was a Bishop of a Bishopric in my realm, and was dutifully leading the army from that bishopric. Mid siege he became Pope, so his Bishopric reverted to my control, but he was still leading that army. So when the province he was besieging fell, it fell under his contol as Pope of the Papal States. I was controlling an army led by the poe, and I just thought that was odd. Unfixable, but odd still
I had heard that the pope would ask for rome back from it's catholic occupier if he was stripped of all his provinces, and thought it odd not to recieve that request.
The title is "Pope of the Papal States", which I thought to be unclaimable, because it "cost" 500 prestige to claim, and I could not, even with 4000. I thought that the Byz Emp might have started with that title to represent the historic strife between those rulers, and he might be the only person who could make himself Pope. I thought that the pope was a NPC, what happens if a Byz player forces the title, what happens?

No. There is no "take claim" command.

AI can grab Pope of Papal States title, when player can't. Or either AI gets it by event sometimes. Either way, that's where the bug is.
